Policy Brief Recommends Innovation-Forward Energy Strategy — Demonstrates Case for Support Through a Promising Hydrogen Technology

Washington, D.C. – May 6, 2025 – The Alliance for Innovation and Infrastructure (Aii) has released a new policy brief highlighting a transformative opportunity to align American energy expansion with infrastructure upgrades and economic growth—without the need for new large-scale investments.

The brief, “Achieving American Energy, Infrastructure, and Economic Wins Simultaneously,” spotlights distributed natural gas pyrolysis (DNG pyrolysis) – a breakthrough process that converts natural gas into clean hydrogen and solid carbon using the existing natural gas pipeline network.

Aii calls on federal agencies and Congress to explore DNG pyrolysis – and related innovations – as a high-impact, low-barrier solution that:

  • Increases natural gas demand while cutting emissions
  • Supports clean hydrogen production and carbon-based construction materials
  • Requires no new infrastructure, reducing cost and deployment timelines
  • Delivers direct benefits to energy security, transportation, and manufacturing sectors

This example of energy innovation, DNG pyrolysis, refers to the cracking of the natural gas molecule into clean hydrogen and solid carbon without generating carbon dioxide emissions. The unique technology and practice can achieve many objectives of the current federal administration at once, including reducing energy costs and providing new building materials to bolster roads and other transportation infrastructure.

Policy recommendations include clarifying IRS guidance on tax credits (Sections 45Q and 45V), leveraging Department of Transportation infrastructure programs, and forming an interagency working group to streamline deployment.

“Federal policy that focuses on performance objectives and encourages innovation will lead to new breakthroughs that benefit many sectors at once,” said Aii Executive Director Benjamin Dierker. “The private sector is ready – public policy must now clear the path.”
