Sean Joyce founded Atlas Crossing in his basement on Capitol Hill with the mission to create a top-tier public affairs firm that crafts successful policy campaigns by merging them with robust communications programs and effective political outreach. Over time, Sean’s work has evolved to advising organizations across the spectrum, from early-stage startups and trade associations to Fortune 50 companies and CEOs, on high-stakes issues in Washington, helping leaders navigate moments where business, policy, and reputation intersect.

Seven years into his journey and dozens of incredible clients later, Atlas Crossing continues to grow and has been named Top Performing Lobbying Firm by Bloomberg Government for five years in a row. That growth reflects a shift toward forward-looking strategy and practical execution for clients operating in complex environments.

Over the past 16 years, Sean has established a noteworthy career in Washington, D.C. combining legislative expertise, crisis communications, coalition management, and corporate client experience. When challenges arise in D.C., he is often the first call. Sean is known for a savvy, business-minded approach to complex political and regulatory issues, with a strong ability to quickly assess situations and prioritize what matters most.

Sean has earned a reputation in the public affairs space as a thoughtful and effective advocate with long-standing relationships with key players across Congress, the Administration, and the White House. He brings a rare ability to move issues from the White House to execution, ensuring strategy translates into tangible results.

Prior to starting Atlas Crossing, Sean served as Chief of Staff for Chairman Patrick McHenry (NC-10). Sean further sharpened his leadership and strategic experience when McHenry was tapped as Chief Deputy Whip by Majority Whip Steve Scalise (LA-01). During his time on Capitol Hill, Sean held senior staff positions for Transportation and Infrastructure Committee Chairman Bill Shuster (PA-09), including Legislative Director, Communications Director, National Security Advisor, and Campaign Manager. These roles gave him a comprehensive understanding of how decisions move through Washington and how outcomes are ultimately delivered.

Sean has extensive experience managing national advocacy campaigns and continues to serve as an outside advisor to Members of Congress and senior business leaders navigating regulatory, reputational, and political challenges. In parallel, he serves as Executive Director of the Shippers Coalition, comprised of more than 80 companies.
